Does an Ottawa window well need a cover?

Window well covers are not strictly required by the Ontario Building Code, but they are strongly recommended for safety, drainage, and weather protection — and in some cases, they may be functionally necessary.

The OBC doesn't mandate covers on all window wells, but it does require that window wells serving as emergency egress (escape) windows remain unobstructed and accessible from the inside without a key or tool. This means if you do install a cover, it must be easily pushed open from below — a quick-release or hinged cover is the right choice, not a locked or heavy fixed cover.

From a practical standpoint, Ottawa's climate makes covers almost essential. Without one, your window well becomes a collection point for leaves, snow, ice, and rainwater. During Ottawa's spring thaw or heavy rainfall events, an uncovered well can fill with water and allow moisture to seep through your basement window — leading to water damage, mold, and foundation issues. A properly fitted polycarbonate dome or metal grate cover dramatically reduces this risk and can extend the life of your window and framing.

Safety is the other major consideration, especially if you have children or pets. An open window well is a fall hazard. The OBC (Section 9.8.8) addresses window well guards and barriers in certain contexts, and many Ottawa homeowners install covers simply for peace of mind.

For egress window wells specifically, the OBC requires the well to have minimum dimensions (at least 550mm from the window to the well wall, and enough area to allow escape), and any cover must be openable from the inside without special knowledge or tools. If your basement is a secondary suite or rental unit, inspectors will pay close attention to this during the building permit inspection.

In terms of cost, basic polycarbonate dome covers run $30–$80 at local suppliers like Home Depot or Rona. Custom-fitted metal grate covers with hinges range from $100–$250 depending on well size. For larger egress wells, professional installation of a hinged cover can run $200–$400 installed.

This is one of the few items a capable DIYer can handle — most covers simply clip or anchor to the window well frame. Just confirm the cover you choose meets the quick-release requirement if it's over an egress window, and check that it doesn't trap water at the seal point.
